Abstract
Due to uncontrolled population growth, Brazil has suffered much in the question that
comes to urban mobility, especially in large cities, thinking of this question the purpose of
this paper is to use the methodology of data analysis of statistical data, application of the
Metabolic Model Extended Human Settlements (NEWMAN e KENWORTHY, 1999), and
through this to find out how well the criteria of the model, making the crossing with the
data from the city of Balneario Camboriu, Santa Catarina.

Introduction
Spatial planning is increasingly understood, both at technical and political level, as a key
issue to be able to plan the city in a sustainable mannerand which is strongly related to
public policy. However, there are numerous and easily verifiable dysfunctions existing as,
for example, increased dependenceon the private car.
This article comes from an analysis of an existing strategy in community and national
levels and a literature review todefend the introduction of minimum standards based on
sustainable development criteria and evaluation of strategic plans for regional planning.
At international level there is a considerable number of initiatives related to sustainability
in an urbanareas.In Europe and in other countries, agreements, proposals and letters of
principles are being discussed as you can see in Table 1. These initiatives focuson the
definition of principles, objectives, analysis of problems and proposals for action.
Newman and Kenworthy (
id
.) have developed a method ofmeasuring the Urban
Sustainability, which consists in the idea that the city is a dynamic and complex
ecosystem-the Metabolic Method. To achieve sustainability, from this method, it is
necessary to control the entries as output that raw materials. With this the resources are
balanced, contributing for an improvement in the dynamics of the settlements, the
habitability and the quality of life of the users, in addition to preserving the environment.
In this article will be applied the Metabolic Model in the city of Balneario Camboriu/SC,
for measuring its urban sustainability.
