Considering in an analytical key the same approach to the legislative study used to
understand the conceptual evolution of the normative framework that orders the
architectural and sensorial barriers overcoming, it may be noticed that also the Italian
legislation regulating the architectural and historical heritage, leads to consider in the last
years the cultural heritage associated with the environment (Fig.3).
Figure 3: The temporal and conceptual evolution of the regulations governing the cultural heritage in
the Italian context. It is highlighted the matching of the Cultural Heritage with Environment in recent
years.
In the specific case presented at the conference ZEMCH 2012, the research - included
in the thesis for the PhD Graduate School in Civil and Architectural Engineering (XII
cycle) at the University of Pavia (tutor: Prof. Alessandro Greco) - focuses on the Italian
university historical buildings because it is considered that universities, being places of
culture and research, are important venues for the Italian socio-cultural system; in
addition to that, the buildings where are placed university activities are often
characterized by great historical values and they are representative of the tradition within
the University reference.
The research regards the accessibility specific analysis and the assessment of the
spatial areas and technical elements of the university historical buildings.
Accomplishing the university buildings accessibility, making system with the services
provided by the specific assistance centers (born thanks to the Italian Law 17/99 -
"Integration and modification of the law of 5/2/1992 n. 104 for the assistance, the social
integration and the rights of people with disabilities"), means to provide students with
disabilities the opportunity to use areas and rooms in complete autonomy and safety, like
all other students.
It also means to allow all users - not only students, professors and university staff, but
also the unusual users at conventions, conferences and graduation ceremonies - the
opportunity to experience the University in all its parts, including common areas and
outdoor environments.
