The elephant in the room is that current UK / Scottish policy and regulation is being
developed and deployed in the absence of an accurate understanding of the current
energy performance of the existing building stock (Sunnika-Blank, Galvin, 2012). Given
this increasing understanding, there currently cannot be a great deal of confidence that
either SAP or SBEM can be relied upon to accurately predict a zero energy building.
